Three Per Cent Rate Increase effective June 1, 2010

The Electricity Act authorizes Distribution and Customer Service to increase its rates without the approval of the Energy and Utilities Board (EUB) as long as the increase does not exceed the greater of three per cent or the percentage change in the average consumer price index.

Pursuant to subsection 24(1) of the Energy and Utilities Board Act, the Minister of Energy may direct the EUB to conduct a review of the necessity for an increase in the charges, rates and tolls.
A directive was issued by the Energy Minister on April 12, 2010 for the EUB to conduct a review of the rate increase effective June 1, 2010.

The process used for the review was as follows

• The filing of an information package to justify the rate increase
• The public was invited to register and participate in the process
• Distribution and Customer Service was directed to provide answers to written questions from registered participants and Board staff
• A financial consultant was retained by the EUB to examine certain specific items
• A Public Hearing was held
• A report was prepared by the EUB
• Information Package relating to New Brunswick Power Distribution and Customer Service Corporation forecasted revenues and costs for 2010/11 - May 28, 2010
